I think it would be decorative peeler/julienne peeler and perhaps you need a higher end store to find it. I have seen it advertised on tv. I might try going on-line to various household stores and I think you will find it. Good luck.

OXO Good Grips makes a peeler that is serrated - used for peeling tomatoes, peaches, other soft things. This will make very fine shreds of hard things.

If you do not know the name, just take a picture of your gadget/tool and take it with you to the stores when you go shopping for a similiar one for your Mom.
There are so many gadgets out there, that the picture will save you a lot of time and explaining.
