Make a retriever out of several layers of duct tape, folded wrong side out.

Get some extra long BBQ tongs.

See if you can push it to one end of the cabinets with a mop or broom, then retrieve from the end.

Attach a notebook or other sturdy folded device to the end of your arm, and see if that won’t do the trick.

Use your imagination. If all else fails, go to granny’s house, and borrow her.Grab-a-Can (trigger on one end, suction cups on the other, for retrieving cans in the cupboard; most grannies have one.)

Go to the hardware store and ask if they have a grabbing claw. If it has rubber on the end of it, you may be able to get it out.

like all the other people said, use a hanger or something. if that won’t work then there probably wont be any other way to get it, except for to take apart the cabinets, and you said you didn’t want to do that so it sounds like your out of luck. something like that happened to me. when i was younger i dropped one of my pokemon cards behind the stove. so i got a hanger, and rolled some duck tape around it so when it touched the card it stuck to the tape, and i got it back.
