There are lots of variables - heating & cooking type (gas or electricity); glazing & insulation of flat; combined gas & elec supplier or separate; payment method (quarterly, monthly, direct debit etc); is the water metered or based on ratable value; is it a new/modern build/refurb or a seen-better-days property.
As an estimate per month I’d say about £25 each for gas & elec. Water is about £36 but would be about £25 if a meter can be fitted. TV is about £11.65.
Sites like http://www.uswitch.com/ allow you to get estimates on bills.
These are currently my bills = average (remember this is mine and can be different to yours/area):
Mortgage: £400
Water - £30.35
Council Tax - £70 (I get 25% discount living alone)
Gas and Electric - £60
Phone and Broadband - £15.50
TV Licence - £12
Food - £100
I pay; £10 water, £10 t.v and £60 gas/elec per month for a 2bed house.
