The place is in need of so much work.
Such as;
New doors. Tile for the kitchen and bathroom. Granite counter tops. Stainless Steel appliances. Finished wood flooring and I also want to turn my over-sized bedroom into a living room, and my tiny living room into a bedroom. Not to mention the fact that I have no furniture. Can an interior designer come in and take care of all of those things for me on a limited budget of under $7,000.

You could do most of it yourself. A lot of kitchen and bath places will help you with a lay-out and will install/deliver your purchases. Even Home Depot does this.
As for the other items, new doors, switching rooms up - if you take it one room at a time, you can do it. If your budget of $7,000.00 includes furniture, stainless steel appliances, granite countertops - than no, an interior designer would probably not be able to help you.
I would check anyway with some interior decorators and designers in your area, maybe students or someone just starting out.
